“소속 기획사에서 일주일 내에 7㎏을 빼라고 했어요. 일주일 내내 아무것도 먹지 못하고 헬스장에만 있어야 했습니다. 몸 안의 모든 수분을 빼내려고 쉴 새 없이 침을 뱉어냈어요. 7일 동안 얼음 한 조각 먹었습니다. 잠 자려고 침대에 누웠는데, 다시는 못 일어날 것 같아 무서워서 막 울었어요.” – 그룹 트와이스 멤버 모모. K팝 아이돌이 되려는 연습생들의 인권을 지켜주기 위한 법적 장치가 마련됐다. 체중 감량과 성형 수술 강요 등으로부터 미성년 연습생들을 보호해주기 위해서다. 서울시의회는 김규남 시의원이 발의한 ‘서울시 청소년 문화예술인의 권익 보호 및 지원에 관한 조례’가 최근 정례회 본회의에서 통과됐다고 밝혔다. 이 조례안은 성희롱·성폭력, 강제적인 성형·다이어트 등 신체적·정신적 훼손 방지를 포함한 모든 해악 관행을 망라하고 있다. 조례는 “시장은 청소년 문화예술인의 신체적·정신적 건강, 학습권, 인격권, 자유권, 수면권, 휴식권 등 기본적 권익이 보호될 수 있도록 노력해야 한다”고 명시했다. 또한 연습생들의 권익 보호를 위해 심리 검사와 상담을 지원하고, 데뷔에 실패하거나 계약이 만료·해지된 연습생들에게는 진로 상담을 제공하도록 규정하고 있다.

A legal mechanism to safeguard the human rights of idol trainees has been prepared. This is for protecting underage trainees from forced weight loss, plastic surgery, and so on. The city council announced that ‘서울시 청소년 문화예술인의 권익 보호 및 지원에 관한 조례’ created by Kyunam Kim, the member of a city council, was passed at a regular plenary session. This ordinance encompasses all the detrimental practices, such as the prevention of physical and mental harm, including forced plastic surgery or weight loss, and sexual harassment or violence. The ordinance states, “The mayor must strive to protect the basic rights and interests of youth cultural artist, including their physical and mental health, right to learn, personal rights, freedom rights, right to sleep, and right to rest.” In addition, the ordinance stipulates “The mayor must strive to provide psychological exams and counseling in order to protect trainees’ rights and interests.” Also, “The mayor must offer career counseling to the trainees who failed to debut or whose contracts expired or were terminated.”
이 조례는 서울에만 적용되지만, 사실상 전국적인 효력을 갖는다. 지난해 9월 현재, 연예기획사 4774개 중 82.3%인 3930개가 서울에서 등록·영업 중이고, 대부분의 아이돌 발굴·육성·관리가 서울에서 이뤄지고 있기 때문이다. K팝 아이돌들은 전 세계적 인기를 얻고 있지만, 그 반열에 오르기까지의 위험과 불확실성은 오롯이 어린 연습생 개인이 짊어져야 한다. 영어 표현으로 ‘go big’은 ‘큰 성공을 거두다’라는 뜻이고, ‘go big or go home’은 ‘모 아니면 도’ ‘대박 아니면 쪽박’이라는 의미의 숙어다. 이번 조례는 연습생들이 ‘go big’ 하기까지 보호해주고, ‘go home’ 하는 연습생들에겐 다른 진로를 챙겨주자는 취지를 담고 있다.
This ordinance only applies to the Seoul citizens, but effectively have a nationwide impact. This is because as of September, last year, 3930 of 4774 entertainment agencies (82.3%) are registered and operating in Seoul, and most idol casting, training, and management are being made in Seoul. Although K-pop idols are now gaining global popularity, the risks and uncertainties of attaining such a rank are shouldered only by individual young trainees. In English, ‘go big’ means ‘to achieve great success’, and ‘go big or go home’ is an idiom of ‘all or nothing.’ The purpose of this new ordinance is protecting the trainees until their ‘go big’ and providing alternative career for the other trainees who should ‘go home.’
