Why Did Putin Admit Soviet Union’s secret role in Korean War Now?

 

 

푸틴 러시아 대통령이 그동안 쉬쉬해 왔던 옛 소련의 6·25전쟁 참전 사실을 처음 공식 인정했다. 이는 한반도를 둘러싼 지정학적 세력 다툼에 끼어들겠다는 의지 표명으로 해석된다. 푸틴은 지난 7월 북한 김정은에게 보낸 ‘전승절’ 70주년 축하 서신에서 “수많은 전투 비행을 수행한 조종사들을 비롯한 소련 장병이 북한군과 어깨를 나란히 하고 싸워 적 궤멸에 지대한 공헌을 했다”고 언급했다. 비밀 아닌 비밀이었던 소련군 참전은 1991년 소련 붕괴 이후 각종 문서와 증언으로 확인되기 시작했지만, 러시아 대통령이 공개 시인한 건 처음이다.

소련 조종사들은 중공군 복장을 하고 미그-15기로 6만여 회 출격해 공중전을 벌였다. 그러나 전쟁을 제3차 세계대전으로 비화시킬 우려 때문에 당시 소련군 참전은 비밀에 부쳐졌다. 그런데 푸틴이 왜 이제 와서 새삼 그런 사실을 공개한 걸까. 일본 매체 닛케이아시아는 전문가들을 인용, “미국이 주도권 차지하는 걸 원하지 않는 러시아가 미국 패권을 방해하기 위해 한반도에 적극 개입할 뜻을 밝힌 것”이라고 진단한다. 그리고 이 같은 푸틴의 의지는 북한이 중국뿐 아니라 러시아도 자국을 위한 협상에 끌어들일 기회를 잡게 됐다는 점에서 유리하게 작용할 것으로 내다본다.

북한은 핵과 미사일 전력 감축을 조건으로 경제 제재 완화를 요구하는 협상의 적절한 시기를 노리고 있는 듯하다. 이런 맥락에서 김정은은 미국 대선을 예의 주시하고 있다. 트럼프 전 대통령이 당선되면 그와 직접 담판을 짓고, 바이든 현 대통령이 재선되면 중국·러시아를 등에 업고 다자회담을 도모하려는 속셈인 것이다. 그런 상황에서 푸틴이 6·25 참전 운운하며 한반도 문제에 적극 관여할 의사를 보이는 것이 김정은에겐 반가운 일이 아닐 수 없다.

North Korea seems to be on the lookout for the opportune moment to demand economic sanctions relief in exchange for a reduction in nuclear and missile capabilities. In this context, Chairman Kim is now keeping tabs on the U.S. presidential election. If former President Donald Trump wins, the North Korean leader may seek a deal with Washington. Under this situation, Chairman Kim must be glad for Putin to show his active intention of intervene in the Korean peninsula matters.
